Our Approach

Listen & Learn (Discovery)

We start by engaging directly with your team, stakeholders, and community. Through structured conversations, document reviews, and data scans, we uncover your unique challenges, risks, and priorities. This isn’t a cookie-cutter assessment — it’s about understanding your story, your people, and your capacity.

What sets us apart: We translate complex federal and state requirements into plain language insights so leaders can clearly see where they stand today.

Map & Prioritize (Alignment)

Next, we help organize your needs into a clear, actionable roadmap. We identify gaps in plans, compliance, and readiness, while highlighting actionable next steps and quick wins. This phase connects the dots between your vision, your vulnerabilities, and available resources — ensuring your priorities align with federal requirements and best practices.

What sets us apart: We bridge the gap between big-picture resilience goals and on-the-ground operational needs, giving you a roadmap that’s both strategic and realistic.

Build & Empower (Action)

Finally, we support you in moving from ideas to implementation. Whether it’s developing grant-ready projects, designing training and exercises, or building internal controls, we leave your team with tools, templates, and confidence to sustain resilience long after our engagement ends.

What sets us apart: We don’t just deliver reports — we build capacity. Our goal is to empower your staff and community to thrive in the face of future challenges.

Our Founder

Hi, I’m Issa.

After nearly 15 years in public service working in international development and disaster emergency management, I decided to venture out on my own to create Vagabond Co. I have worked with communities, tribes, territories, local governments, and organizations across the continent and have found that some of the greatest hinderances to success are found in not having systems and structures in place before disaster strikes.

I am looking for communities and emergency managers who are feeling overwhelmed by the prospect of upcoming changes to the national landscape of emergency management and are looking for no-nonsense tools and resources to be prepared, to build internal capacity.

My goal is to give you the skills and tools to run your own shop—you are probably wearing multiple hats, you may be one of two people who are responsible to step in when emergency strikes, or maybe you are new to emergency management and you just want a roadmap to get started. I am here for you.
